Bobby Joe Arflin, 61, has been arrested and charged with murder, malicious injury to property and a weapons offense. He is being held at the Anderson County Detention Center.
The shooting happened at a home on Williamson Drive in Belton. The first call came into dispatchers at 8:45 p.m. Wednesday. Initial reports indicated that a woman told dispatchers her boyfriend had been shot.
Shore said investigators found Powell lying in the front yard of the home. Shore said he talked with witnesses at the scene who said the shooting occurred after Powell’s vehicle was hit. He said Powell was at the Belton home visiting his girlfriend, when a resident on Williamson Drive crashed into Powell’s vehicle.
An argument erupted because of the crash, and Powell was shot multiple times.
