Baltimore County Homicide Detectives have charged a suspect in connection with a December 2013 shooting at the Windsor Inn in Windsor Mill that left a security guard for the business deceased.
On December 13, 2013 at 1:47 a.m., Baltimore County Police responded to the Windsor Inn in the 7200 Block of Windsor Mill Road 21244 for a report of a shooting. When officers arrived on the scene they found an adult male victim suffering from at least one gunshot wound. He was transported to Northwest Hospital where he was later declared deceased.
The victim was identified as 38-year-old Eugene Flanagan. Flanagan was working as a security guard at the Windsor Inn when the incident occurred.
The initial investigation into the incident indicated that there had been a fight inside of the Windsor Inn and Eugene Flanagan, along with other security guards, were escorting some people involved in the fight out of the business. The fight continued in the parking lot and Flanagan sprayed a female involved in the fight with pepper spray. The fight then moved into the entrance-way of the business where Flanagan was approached and shot once in the upper body by the suspect. The suspect was not directly involved in the fight.
The suspect has been identified as 24-year-old Devin Michael Jones of the unit block of Spinners Court 21133. He has been charged with first degree murder and is being held bail without at the Baltimore County Detention Center.
